And do you already have anything concrete regarding the personal contributions for the new construction variant from 01.07.2021? There should be no personal contributions (not even before) and also no material processed through personal contributions should be subsidized anymore. That would really not be good. We would like to commit to a GU. The idea is to give the GU a planning contract for the preparation of the submission planning in the amount of x,000 euros. This shall later be credited back 1:1. We could then conclude the actual contract for work after July 1st and the receipt confirmation in order to receive the funding. Do you see any flaw in thinking or even a problem here?

I called the KfW hotline today. Their statement was that for the grant variant it would be sufficient to include a withdrawal clause in the service contract. Withdrawal must be granted if the customer does not receive BEG funding. Then the service contract could also be signed before 1.7. Of course, construction would still only begin after 1.7.
I find it problematic that allegedly contracts with utilities (electricity, telecom, etc.) are also counted. And it will be difficult or impossible to include such a clause there.

For the loan variant, a documented consultation with the bank must be conducted.

(This is just my interpretation of the call. Not official funding advice :p )

We have a written statement from KFW that a withdrawal clause is sufficient for the grant variant.

The original text from the letter:
From 01.07.2021, applications for the “Federal Funding for Efficient Buildings” (BEG) must be submitted before a delivery and service contract for the construction work or a purchase contract is concluded. Planning and consulting services may still be commissioned and carried out before the application is submitted.
Exception:
If the contracting parties agree in the delivery and service contract that it only comes into effect if the BEG application is approved (suspensive condition), corresponding delivery and service contracts with construction companies, suppliers and trades may be concluded before applying for BEG funding.
Important!
When applying this exception, the complete loan or grant application must be submitted before the start of construction work on site.
The following applies:
The earliest possible time to submit the application is 01.07.2021. Construction work to implement the measures may therefore only begin after that date.

That would interest me too, I was at a meeting yesterday at a company for self-build houses, but unfortunately they didn’t know anything about it either. However, the employee said he couldn’t imagine it because at the current time it is also not a problem to get the subsidy for his houses.
But it would somehow be nonsensical if you save amount X through own contributions but lose the subsidy and in the end it basically comes down to the same thing.
