Unfortunately, you are probably right.

According to internet research, with 40+ and EE-/BH-package, only the calculation basis for the grant increases from 120 to 150 thousand euros. The grant remains unchanged at 25% of the calculation basis. Ergo:

Without EE-/NH-package: 30 thousand euros
With EE-/NH-package: 37.5 thousand euros

Maybe you can make a preliminary contract like a planning contract?
The problem is that the GU doesn't like to wait either and at the same time guarantees the price. The prices of suppliers rise regularly, and if he fixes the construction early, he can still order at the current price. If the window manufacturer raises prices in May, he can no longer offer July's price from today. But no one will place orders with suppliers without a contract with the client either.

Otherwise... I wouldn't wait any longer just because of the subsidy instead of a loan. Then you just have a loan, with a 10-year fixed interest rate it's only 0.75%. If you invest the money properly instead, you can certainly make more than 0.75%. And whether the subsidy will come before the final installment is doubtful. You will probably have to finance the amount anyway or provide it from equity.

I don't know how it works with architects, what kind of contracts there are and so on.
In the BEG guideline it says:
“Funding applications must be submitted before the start of the project. The start of the project is considered to be the conclusion of a delivery or service contract attributable to the execution; this also applies to follow-up investments within existing contracting contracts, where the project of the follow-up investment only begins with the conclusion of further delivery and service contracts of the contractor with third parties. Planning and consulting services may be provided before the application is submitted and do not in themselves lead to the assumption of the start of the project.”

The KfW hotline told me the same. You can also ask them how it is with architects.

The grant is paid out after the completion of the construction work and confirmation by the energy consultant. Like with KfW 430. I could then finance the total construction costs through a bank loan fixed for 30 years and would not have to refinance the KfW portion after 10 years. I find that more attractive. Plus the higher grant, if it is the same as the repayment subsidy of 25% of 150,000 in KfW 40+.

I just don't understand why they want to change it at all???

I asked my bank advisor about the home financing.
He currently has no information yet, but he is trying to find out something and will get back to me.
It would be really annoying if we have to wait until 07/01 to start construction ...

See point 9.2 of the guideline on BEG: “Funding applications must be submitted before the start of the project. The start of the project is considered to be the conclusion of a supply or service contract attributable to the execution; this also applies to follow-up investments within the framework of existing contracting contracts, where the project of the follow-up investment only begins with the conclusion of further supply and service contracts of the contractor with third parties. Planning and consulting services may be provided before the application is submitted and do not by themselves lead to the assumption of a project start. When applying for the eligible first purchase of a building, the conclusion of the purchase contract is considered the start of the project. For the date of application, the date of receipt of the application at the BAFA or KfW is decisive.”

I just looked again in the BEG guideline (see link in the previous post).

Section 8.4.1 states the following:

“For achieving the respective efficiency house level, the percentage listed below is granted on the eligible costs incurred for this purpose as a repayment grant or subsidy:

− Efficiency House 55: 15%;
− Efficiency House 40: 20%;
− Efficiency House 40 Plus: 25%

When achieving an ‘Efficiency House EE’ or an ‘Efficiency House NH’ class, the applicable percentage value is increased by an additional 2.5 percentage points. Even if a project simultaneously achieves an ‘Efficiency House EE’ and an ‘Efficiency House NH’ class, the percentage is only increased once by 2.5 percentage points.”

Here, 40 Plus is not excluded from the increase... :confused:
