Federal funding for efficient buildings (BEG) from Q1 2021

I called the KfW hotline today. House connections for electricity, telecommunications, etc. are treated the same way as the contract with the construction company and therefore may not be signed before 01.07. So with this rule, everything is unfortunately not so simple...

News from the FAQs of KfW regarding the new grant variant:

2.24 In the BEG grant variant, can contracts be concluded before the application is submitted after a documented consultation with KfW or its financing partners without negatively affecting the funding?

The possibility to conclude delivery and service contracts with construction companies or craftsmen after a documented consultation with a KfW financing partner exists only in the loan variant. In the grant variant, contracts may generally only be concluded after the application has been submitted.

But that contradicts the previous statements from the hotline that contracts can be concluded with a certain clause. :confused:

I only received the statement last week that contracts can be concluded with the BEG clause and then signed a contract for work. Now suddenly something like this in the FAQ. Then it apparently means hoping and fearing again.

Contracts can be concluded before 1.7.21 if a withdrawal is agreed upon. Here is an email from KfW in response to my inquiry. The paragraph "Ausnahme" regulates the exception under which a contract with a construction company can be concluded without it being detrimental to the funding.

It is crucial that the application for the "Federal Funding for Efficient Buildings" (BEG) is submitted before the start of the project.

In the BEG, the start of the project is considered the conclusion of supply and service contracts. Planning services may continue to be commissioned and carried out before the application is submitted.

Ausnahme:
If the contracting parties agree in the supply and service contract that it will only come into effect if the BEG application is approved (suspensive condition), corresponding supply and service contracts with construction companies, suppliers, and trades can be concluded before the BEG funding application.

Important!

When applying this exception rule, the complete loan or grant funding application must be submitted before the start of construction work on site.
The following applies:
The earliest possible date to submit the application is 01.07.2021. Therefore, construction work to implement the measures may only begin afterward.
