Contracts can be concluded before 1.7.21 if a withdrawal is agreed upon. Here is an email from KfW in response to my inquiry. The paragraph "Ausnahme" regulates the exception under which a contract with a construction company can be concluded without it being detrimental to the funding.

It is crucial that the application for the "Federal Funding for Efficient Buildings" (BEG) is submitted before the start of the project.
In the BEG, the start of the project is considered the conclusion of supply and service contracts. Planning services may continue to be commissioned and carried out before the application is submitted.
Ausnahme:
If the contracting parties agree in the supply and service contract that it will only come into effect if the BEG application is approved (suspensive condition), corresponding supply and service contracts with construction companies, suppliers, and trades can be concluded before the BEG funding application.
Important!
When applying this exception rule, the complete loan or grant funding application must be submitted before the start of construction work on site.

The earliest possible date to submit the application is 01.07.2021. Therefore, construction work to implement the measures may only begin afterward.
