For the promotion of measures for energy efficiency and renewable energies in the building sector, a total of €5.8 billion is available within the framework of the BEG, the largest funding program of the federal government, in the EKF in 2021. The BEG makes a significant contribution to achieving national and international energy and climate policy goals. (Source: Government draft federal budget 2021)

Now one would only need to know what funds KfW and BAFA had this year, and then one could guess whether more or less.

In another article it says: "The government expects a lot from the BEG, the attractiveness of the funding is to be significantly increased, potential applicants better addressed, application procedures clearly simplified and the funding directed even more strongly toward more ambitious energy-saving measures."

It could well be that in the future the gradation of funding will be greater. Either the same amount or less for KfW55 and more for 40 and 40 plus.

We are building KfW55 and have now also applied for funding. If there were still 1 month until the change, one could wait, but as it is, no one knows when it will come. February 2021 is targeted, but will that really happen? I would not delay my building project for that, unless I wanted to build next year anyway.

That's exactly where we stand: we want to build KFW55 with LWWP or ground source heat pump in 2021 and are currently wondering: rush or wait a bit. I tend to let things run independently of the events.

I am not an expert in the public sector, but if they want to start in February 2021, there should at least be a government draft this year and also a precise budget plan. And as soon as this is known, the rough framework conditions of the new subsidy should also be known. So it could well be that we will know more in the coming weeks and months, and then everyone can decide for themselves – wait until 2021 or submit quickly.

This is quite a complicated transition period:
From 01.11.2020, the Building Energy Act comes into force and replaces the Energy Saving Ordinance and the Renewable Energies Heat Act. The requirements for primary energy demand do not change substantially; only from then on there is more flexibility in the crediting of renewable energies (e.g. photovoltaic electricity) towards the primary energy demand. According to my understanding, this makes it easier to achieve KfW efficiency classes.
I can imagine that processing the building application may become more complicated, especially in the initial period, as the building authorities also have to get used to the new process first.
There will be a transition period.

[*]Application and approval before 01.11.: Everything as before
[*]Application after 01.11.: Calculation must be according to the Building Energy Act
[*]Application before 01.11., approval after 01.11. -> You can choose.

That would initially be the most convenient for me (also for my general contractor), as it is currently difficult to assess the advantages and disadvantages.

What is the deadline or condition for the BEG to apply to a construction project? Here I read the entry into force in Feb. 2021. Is that the deadline for the application or the approval, or is there also a transition rule here as in the Building Energy Act?

There is nothing concrete yet, as nothing has been decided.

Same here. We will submit the building application around the end of October. Construction will probably start from April 2021. We will wait and not drive ourselves crazy unnecessarily.
