Federal funding for efficient buildings (BEG) from Q1 2021

I just had it confirmed by the KfW. The subsidy from 461 is indeed granted in addition to the BAfA funding.

But I am just wondering if the BAfA funding conditions do not exclude other funding? It probably shouldn't be the case since KfW 152 can also be combined with BAfA funding until 01.07.

But wouldn't that be double funding? For example, I have commissioned the brine-water heat pump via BAFA at the end of next year (the subsidy will amount to 6 - 8k€). Could I still apply for a subsidy from 461 if I start construction after 01.07.2021?

I called the KfW hotline today, wanted to know if with the directly paid grant option you can already finalize the financing now and then apply for the grant in July. She couldn’t answer whether an already ongoing financing would cover planning and consulting services and referred to April when further details on the program are supposed to be published.

Another question from me was whether submitting the application from 01.07. would be sufficient to be able to conclude the delivery or service contract. According to the hotline, you must wait for KfW approval before concluding the delivery contract.

I talked to the KfW hotline today. Their statement was that for the grant option it would be sufficient to include a cancellation clause in the service contract. The cancellation must be granted if the customer does not receive BEG funding. Then you can already sign the service contract before 1.7. Construction start, of course, only after 1.7.
I find it problematic that supposedly contracts with suppliers (electricity, telecom, etc.) also count. And it would be difficult or impossible to include such a clause there.

For the loan option, you have to conduct a documented consultation meeting with the bank.

and did you happen to ask when this statement will be available in writing? Because when I called, they only said that it applies to the grant if you take the loan, I would have to wait until I have the confirmation and could then sign...

The hotline employee said that this procedure was only communicated to you last week. I also criticized that there is still nothing in writing about it, as there are certain risks for the builders and also for the construction company.

It is probably safer to inquire in writing with the KFW whether a specific clause in the contract is sufficient to receive the subsidy funding. So to have it confirmed in writing.

Can you tell me exactly what is funded under BEG WG? I mean, what all is included in the eligible costs? On the KfW homepage it says: "the new construction and ancillary construction costs (excluding the land) are funded." I don't understand it. Interior doors, stairs, floor coverings, sanitary equipment are also part of the new construction costs. Are these also allowed to be accounted for?
