I unfortunately have to keep it brief:
1) I consider the architect to be an absolute zero if he plans so far off the development plan and then delivers such an attic floor. Get your own architect.

2) On Monday morning, make an appointment at the building authority to discuss what might be approvable. Bring photos and satellite images of the neighborhood, as well as a simple hand sketch showing the exterior dimensions you want and think of a reason why it should be approved. Keep in mind:

3) Plan the garage as an outbuilding, otherwise the area will be lost.

4) Say goodbye to the hipped roof and the city villa look. Take the gable roof with the maximum allowed dormers. Or would a stepped floor even be possible?

With the building authority's response, it is worth drawing up a new design with the architect, not before. Until then, pen and paper are your friends.

That's exactly what I thought when I read the budget. In my opinion, saving on the architect with such a budget is the biggest mistake you can make. If it starts like this...

Nice that you also seem to be open to a somewhat different layout. Given the small floor area, I have made a floor plan based on the currently possible figures. With a full storey and a recessed storey, the floor area ratio can be exceeded by at least 40% and everything fits with the regulations (building boundaries and floor area ratio). For more space, of course, you have to talk to the building authority and yes, even with my floor plan, much more is possible if the floor area ratio is allowed to be higher.

As a layperson, I wouldn’t go to the building authority myself with such large plans and budget. Some building authorities have absolutely no desire to deal with builders who think they can do whatever they want just because they have a lot of money. Of course, it depends on the municipality and the caseworkers. You don’t want them to prepare for a dispute after your visit. An architectural firm that has already built in the region and price range can better assess and explore what is possible with the responsible offices. And even if the neighbors have built bigger than allowed in the development plan, that doesn’t mean they won’t call their lawyers if they find out that you are ignoring the building limits. Don’t underestimate the resistance against new buildings. You want a professional with a lot of experience in construction law to plan your plans watertight.

For the construction sum, I would rather consider building an underground parking garage instead of taking the space above.

I consider the thread starter diplomatic enough not to come across like a bull in a china shop and to politely obtain some information. In my building service, there are also different people than the application processors. I personally experienced how the city employee was nice to me while the architect sitting next to me was constantly snapped at for not knowing this, that, and the other thing, as if she should have done more since she is an architect, etc. It was only about the preliminary question of how much I could expand the dormers. I wanted them larger than all neighboring buildings. I then returned alone with new plans and it went super relaxed in my favor.
