The magic word is "bauseits".

I understand your frustration but don’t fully understand the responsibilities yet. For us, everything related to the ground was to be commissioned bauseits. My general contractor only coordinated. However, we then settled directly with the landscaping contractor. This is advantageous for the general contractor because he has nothing to do with potential ground risks and the like, which I can also understand very well.

Do you have the earthworks included in the price from the GC? He would have made you a turnkey offer. I am a bit puzzled by the responsibilities. That the subcontractor contacts you directly, I find unusual. I would have at least tried to delegate the issue elegantly to the GC.

Oh right, that wasn’t clear enough, although it is stated somewhere above. The contract includes 30cm of soil replacement, i.e. if it had really only been a very thin topsoil layer and then load-bearing soil, I wouldn’t have had to pay anything extra. In the soil report (which the project manager commissioned as an inclusive service and thus was of course also available to his subcontractor, the earthworks contractor), 70cm was recommended and there was a supplementary offer for these 40cm (or 56m³/90t) more. But the report was only drilled in two places. The earthworks contractor then found during the excavation of the non-load-bearing soil that the non-load-bearing layer in the construction area slopes even deeper. Since you can’t (or don’t) replace soil on a slope, the entire construction area had to be excavated deeper, namely a total of 1m, or for me 70cm instead of 40cm. In the end, it was a total of 120cm of material, so for me 90cm, because the base had to be raised above ground level to comply with the building permit. Apparently, during the demolition, 20cm of topsoil together with the vegetation was already removed, which no one seemed to notice.

Oh, After the explanation, the whole thing is already plausible and understandable through photos. I just wanted to know why, or rather, I didn't realize on my own until I was made aware that the base actually protrudes above the surrounding terrain and therefore more material was added than excavated.
What bothered me was just the manner of communication.

The fact that the civil engineer contacted me directly is due to the circumstance that I am already obtaining quotes for further work (now really by the client) and had gotten the contact from the general contractor.
They actually did the purely technical part well (confirmed by my expert).

So, unfortunately for me a negative negative update. I had now tried to apply for the water connection without a shaft. Just got called by the application processor, with whom I always had contact beforehand. Unfortunately, he insists on the standard contract conditions of the BWB that for 15m of piping length on private property a meter shaft has to be installed. Apparently, Berlin is divided into different pipe networks and the fact that they accepted well over 15m of piping directly into the HAR at @Nida35 does not mean that they would do the same for me. Because even if the piping up to the meter is my property, the BWB are apparently responsible for maintenance, even if I installed it myself. And there is apparently so much trouble if they have to replace a pipe later (subsidence later, who knows what) that they no longer want to take responsibility. Well, now I have to see what is cheapest. Large shaft for both into the driveway or two small ones, one for the back neighbor into the driveway (drive-over) and one somewhere at the border for me. They are still working on the neighbor’s ground floor during the house construction. You cannot lay bricks quickly with cold fingers.

Yes, very annoying altogether. On another front, I have finally decided on an HSL company - I hope to have made the right choice, but in conversation he always left a very good impression and his offer ( ) was always very comprehensive and relatively transparent. After all, he is a future neighbor (about 800m away), if that isn’t a good omen.
