You can't maintain a single-family house with €1200. Not as a Green voter, nor anyone else. And that was the case even before the Kremlin*in. That's sad, but it never existed and probably never will. Therefore, finding someone or something stupid now is the wrong way. Constructively looking for solutions with your mother would be more sensible.
To maintain a house, besides energy, taxes, garbage, and all that stuff, you also need reserves. The guideline is 3,-/month/sqm. If you don’t set those aside, you can still let the house break down to some extent – but whether that is in your or your [their] interest, I would simply doubt now.
Property tax, electricity and heating costs, fees for chimney sweeps, water, sewage, waste and street cleaning, telephone, internet and broadcasting fees as well as insurance contributions. Additionally, reserves of approximately €0.5 - 1 per m² each for repairs and maintenance. Your mother surely also wants to eat. Does she still drive a car? Bus ticket, theater?
