If you have a circulation, it should only run during the required times, otherwise it will continuously lower the temperature in the hot water tank.

I think we have circulation. There is definitely something about it on the tank, see picture.

Where you have drawn the upper green circle, is there a pipe connected to the storage tank there? How many seconds does it take until you have hot water at the faucets or shower?
