Some people find headphones annoying, others find being blasted with sound annoying. Whose problem is it now? Such and similar trivialities are dealt with by German local courts every minute. But why? Even if you win the case, you still end up with the fuss and quarrel disturbing the neighborhood relationship as long as you live there. Basically, you can only flee.
We are talking past each other. The fact that you are not allowed to listen to music in the garden is not stated in any law/regulation. That you are not allowed to play loud music, and at certain times, is regulated. And if you feel blasted with sound, for example, although the neighbor is not playing loud music, whose problem is it?
Where does it start, where does it end? If I build a fence on the right side to the neighbor (the side I have to take care of) and the neighbor is disturbed by the color or the height, although I comply with the regulations, whose problem is that? Should I tear down the fence and build it the way the neighbor wants? There are definitely limits set by regulations/laws. Everything else is handled face to face and tries to reach compromises.
