I’ll try to be positive: as I understand it, it’s not the neighbor (whom you actually find okay) that bothers you, but "only" their music. Everything else is fine for you. Could you explain your problems to the neighbor as you do here? Without accusations, without demands, but as neutrally as possible just as it is ("It’s my problem and leads to xyz. You’re not to blame, but it restricts me in such a way that xyz. I know this is a huge favor to ask, but could you imagine refraining from music in the garden?").
As your neighbor, I would take that to heart very much, and most people participating here probably would too. Maybe I’m naive, but I believe in the good in people. And you don’t portray the neighbor as inhumane.

Yes, I would like to try that when the next opportunity arises. So far, I haven’t dared yet. Finding a suitable, new property quickly isn’t easy either; you have to stay realistic.
