I had a similar problem with our direct neighbors. I had lived in the house for 10 years before and never had any problems, even though it is very thin-walled. New neighbors who are loud every (!) night until 2-3 a.m. I have to get up at 6. So after a few weeks I was running on empty or slept in the living room.
Step 1: Approached very friendly ("you are new and maybe don’t know yet that the house is so thin-walled, etc."). Once, twice, three times. It didn’t help. Zero understanding or consideration. Step 2: Earplugs, noise cancelling. It didn’t help. The noise came through. Step 3: Contacted the landlord, unfortunately that is not an option with you. It was good for 2-3 weeks, then it started again. Step 4: Took countermeasures: I started to simply pay no attention in the mornings at 6, which was really hard for me. In addition, every time they were still loud after half past ten at night, I rang the bell and asked for quiet. And then again after an hour. And again and again. It was hell for me; who likes to do that. What can I say, unfortunately they only understood it when it annoyed them as much as it annoyed me. Since then it has been quiet continuously. And after a few weeks we even greeted each other nicely again in the stairwell.
It is certainly not a perfect solution. Sometimes the other person simply doesn’t understand why or what exactly bothers you and how much.
