Without exceptions regarding the distance areas to the traffic space/the neighbors, I consider the property to be undevelopable in terms of a sensibly usable single-family house. Otherwise, the only option remains to fully build over the resulting window from distance areas and tree protection zone, which will be quite a feat in terms of spatial layout.

You don’t need to. There is no development plan, so §34 Building Code applies, meaning basically integration into the neighborhood, which will most likely be waived here because of the extremely atypical plot, at least as far as the extent of the structural use is concerned.

Who says that? It is public traffic area and therefore the clearance distances may extend up to their centerline. So theoretically, building on the border would be possible, after all, the neighbor has done so too. Only with the parking space you have to maintain distance.
For the floor plan specialists here, you should draw the plot to scale, mark the exact location of the tree including its crown, safety zone (negotiate firmly again with the environmental office whether it really has to be 1.50m) and the boundary distance.

Have you created a room program? Which rooms, what needs to go in, etc. For example, living room Large seating area, library, piano Create it yourselves.

I would look for compact floor plans. Similar to Schwörerhaus Plan E 15-133.3

Simple and straightforward are 4 straight walls with a gable roof without bay windows, corners, or a basement apartment dug down below the garage

Ah, thanks Escroda! Yes, then the tree is indeed your main problem.

How exactly are the distances to the tree? Actually 7m + 1.50m = 8.50m radius = 17m diameter including distance?
