Well, for the application you will need detailed information about your property. That means all the evidence regarding energy demand, now also the ventilation concept, now also detailed thermal bridge coefficients (flat rates as before are no longer acceptable for BEG WG EE). Basically, your house must be fully planned (orientation to the sun, structure of the building envelope, windows and shading, type of heating and heating circuit distribution system, ventilation concept, size of the usable area) in order to determine the required values for the application. And no developer will do that for you if you don't sign a contract....., see description one or two pages before. Btw: If you haven’t signed yet, construction will start in 2022 anyway.

1. Have calculations/plans/values created by the developer
2. Apply for funding notice
3. Sign contract

Planning contracts are already allowed beforehand. Only a contract for work is not possible. Possibly the topic of funding reservation also appears in the contract; for individual measures, that seems to be possible. But fundamentally, this does not change the fact that the order is absolutely nonsensical and unrealistic. And in doing so, it also actively drives the clients into the provision interest because no bank will apply for funding without selling its own loan.
