So our plot of land has been a water protection area since 2018. Therefore, a brine-water heat pump is probably not an option :-(

Since I don't find an air-water heat pump particularly appealing, it will probably be a gas boiler with solar thermal.

It was the same for me, unfortunately.
I still decided on an air-water heat pump.
If it is not so time-critical for you, you can inquire about special permits again. That was suggested to me. But it takes time because, in the case of Berlin, it would have to be discussed in the Senate.
Unfortunately, I cannot say how it is in Brandenburg.
But there are chances that due to environmental protection etc., a special permit might be possible under certain conditions.

I can gladly ask. The building application takes about 6 months with us anyway. So I have some time

But since we didn’t want an air-to-water heat pump and there is a gas connection in front of the property, it will be; if a brine-to-water heat pump is ruled out; a gas boiler

Yes, factually it may be the case that your financier does not include the kitchen in the construction costs - since it is considerably easier to remove than, for example, the bathtub - but rather sees it as consumption. However, you still do not get it for free and must calculatively include it after all - if necessary, by "allocating" it, i.e. distributing it across all other items. Taking the equivalent of the kitchen costs as a buffer surcharge will hardly lead to the necessity of wasting a surplus in the end. But what you really don't need is to rationalize the burden of an overly tight budget.

Another question about the financing. I was told today that I can finance the kitchen through the KFW financing. And according to the information sheet, you can make special repayments with kfw at any time. Is that correct?

In which program? 153 should be answered with a clear NO at least. Who gave you the information and the information sheet? This is what it says online for 153.
