Please read the sentence again. It says that they plan with many special repayments BECAUSE they want the installment to be payable by one person in case of emergency.

High possible prepayment means lower fixed monthly installments. Ergo, one person alone can also afford it.

We have a rate of just under 2000.
In an emergency, the rate can also be borne by one person alone, in case of illness, unemployment...
Since the emergency hopefully will not occur, we will normally be able to use almost the entire second salary for special repayments.
This corresponds to our need for security.
