It is not necessarily normal but often observed. I have personally made it a habit to criticize this behavior once. If nothing changes afterwards, the candidate is removed from the list, because how is it supposed to be when it "really counts"?!

No criticism, actually correct, yet I am fascinated by how much selection there probably is in some regions or how much one can sort out.

Well, as long as at least one remains at the end, that's enough. Otherwise, there is certainly no shortage of providers. Good providers are rather scarce, but one should take the time to find them.

Well, the question is, can you really do that or doesn’t every GU/GÜ behave like that in some regions? The order situation allows it. They can choose their favorites and the demanding cases, which don’t bring a proportionally appropriate budget, will just remain lower on the priority list.

I was also too naive there, or rather felt somewhat pressured by the real estate agent, which is why I had already signed with the GÜ I have now when I suspected that it might not have been the best decision after all. So he is by no means bad, but I had imagined quite a bit differently.

By now, I believe it is a three-person planning office: managing director, salesperson and office worker for everything else that comes up.
The rest is just handled through subs and freelancers.

But in the end, I’m fine with it as long as my house is completed largely free of defects within the promised budget (and not in 2 years).

maybe he simply has a lot of work and no salesperson who takes care of things in advance, this is often the case in family businesses. And since you don't sign, you fall through their grid. If the books for 2021 are full, the customer who asks 5 times is out of luck, and 2022 is your year
