It's a bit like flirting. You don't have to be the greatest. Interest in the other person is attractive. Whoever starts out with the attitude that everything is replaceable will also be treated as replaceable. It doesn't have to be anything special content-wise, although that helps. That was probably still missing on the list.

I have the feeling that the trend is moving towards paid quotes, which are charged upon order placement. Especially with earthworks contractors, but also with other trades when the quote becomes too detailed/labor-intensive. I find that quite legitimate if the amount is proportional to the effort. However, the one who only provides a paid quote will probably lose out to the one who does it for free. At least as long as his colleagues do not follow suit, then the seeker is again in a pretty difficult position.
