A one hundred percent residential use would be so extraordinary that I doubt its permissibility.
Wouldn't the garages still be usable? Both as garages and as storage space?
I would rather think of installing the kitchen studio there. But of course, it would also have its charm to have storage rooms and possibly even the utility room.
At first it was said..."Neighbors could complain about it since it is a commercial area, and in the front it's ok or no one from the neighborhood can complain (because the old building was also there).
To stay within the footprint of an existing building does not, to my knowledge, make a WA building suitable for a GE area.

Have a building law expert obtain an appealable decision on this; the legal basis must be cited (even the municipal council resolution as such must be covered by applicable law).
If the existing building is indeed a meaningful planning basis, it would be useful to specify number 24 once in terms of the dimensions of its footprint and its cubature (roof shape, slope, eave and ridge height).
