Is a satellite system still necessary in new buildings, or is IPTV sufficient?

With cable, it can be that the 3rd programs are only partially and regionally broadcasted in HD.

Not forever no, but the Kathrein dish at my parents' place was put on the roof in '89 and since then we've needed 2 heads. One multiswitch. But not because of a defect, rather because of digitalization.

That's correct, it's two meters, sorry. Although very few do it, you can, or rather must, inform the customer and have them sign off on it. Usually it's like: "If you mount the dish on the wall, fine."

As I said, potential equalization.

I also had a case where he was supposed to go on the metal roof; I asked the developer how he imagined that, and that you have to ground the dish. Then he suggested the elevator shaft, which was lined with elephant skin.

Fortunately, there was no lightning conductor there.

The signature is useless if lightning strikes after all. Sure, the electrician is then off the hook, but the goal should be physical safety and not legal protection. Besides – as already mentioned – equipotential bonding is important not only at the mast/mirror. There is also literature on this topic to no end.

Equipotential bonding is not lightning protection.

It even goes further that down conductors must be grounded and surge protection installed.

If it is a building with a lightning conductor, I would be cautious and would have it clarified first with the lightning conductor installer what is required anyway.

That's why I say: For me, this is another strong argument against Sat.

New construction is usually no problem for potential compensation, and it definitely belongs on the roof. And with existing buildings, there's usually an old terrestrial antenna.
