Is a satellite system still necessary in new buildings, or is IPTV sufficient?

Anything more than 1 meter below the roof edge does not require grounding. It makes sense, but it is not a regulation.

Lightning protection (lightning rods) is a different matter again; however, I have never seen anything where the system on the wall had a lightning rod. But that should be done by specialist companies. I wrote grounding/ potential equalization.

But that is not quite correct, you can find that out immediately, for example by using Google image search with the keywords "lightning protection satellite system." External lightning protection can be omitted if the dish is installed at least 2 meters away from the roof edge and at a distance of max. 1.5 meters from the house wall. And to my knowledge, grounding is also included there, not just the lightning conductor.

I consider the one meter below the roof edge to be wrong. At least, I have only ever read about two meters so far, but there are also a number of other conditions that must be met. Besides, the potential equalization at the antenna itself is only one of several points to consider, which is why I would always have this done by qualified professionals - and in 99 out of 100 cases not by the field, forest, and meadow electrician.

The user can explain everything in detail. He knows all the nuances in this area.

Well, sometimes you also need set-top boxes for satellite. And instead of IP set-top boxes for old TVs, you can also use €50 TV sticks with Android TV.

And don’t you also need a monthly subscription for HD+ with satellite? Moreover, the satellite components don’t last a lifetime either...

He was exactly the one I had in mind. I just didn’t find him in the people search.
