Water itself is not expensive. It is the wastewater that makes it expensive.

The wastewater is determined based on fresh water consumption. Otherwise, you would have to install some kind of water meter for every drain. It's like if you scoop a large bucket of water from the ditch and pour it into the toilet. That doesn't incur any wastewater charges either.
