Stormwater is not charged everywhere. But where, as here, a separate rainwater sewer system exists and is mandatory, with compulsory connection, there is also a fee that is based on roof area and sealed surface area. The more pavement, the more expensive.
It’s especially clever to factor in cisterns with emergency overflow with a factor of 0.5 and to require retention cisterns instead of closed cisterns in new housing developments. Or to require permeable paving and still calculate it with 0.3. Around here, they get quite creative with optimization.
