How concrete is the construction area then? Sounds to me more like they last designated building land 50 years ago and now want to test the market to see if it could be worthwhile. However, the path to a finished house would still be very long.

It refers to the land price and the approximate size.
A new development area was only opened 4-5 years ago at the other end of the city. The last building plot there was recently sold. The price there was about 70 euros/sqm. But in the same development area, there were also plots for 50 euros/sqm.
We do not know exactly which price we should specify.

800-1000 sqm
50-70k euros

Do you think that would be okay, or is new building land becoming more expensive in line with rising construction costs, which would be logical.

Where is that then? It's really cheap for sports. Of course, it strongly depends on location and demand. Prices from 5 years ago can easily be doubled in some parts of Germany.

If the construction area was opened 5 years ago and only recently the last building plot was sold, the demand is probably anything but high.

The demand is enormously high, however, the last plot which was sold just 1-2 months ago for 70 euros/sqm was not so nice. (Next to it stands a flat-roof villa directly on the south side). The other plots, there were about 20-25 in total, were all gone within a short time except for 3 or 4. (The "worse" ones were then available a bit longer)

You mean a development plan – a land use plan is a different planning level. That can mean two things: if the parceling already exists, this information (as well as the price) only helps to sort interests by plot sizes / prices. But I rather assume that they first want to find out which parcel sizes actually fit the interested parties, their building wishes, and budgets. To me that sounds entirely as if there is just the intent to designate another building area, but no development plan yet. With feedback from the questionnaires, you can for example form development plan sections: a city villa quarter, or even more specifically a Bauhaus-, a country house-, and a Tuscany street. However, I am surprised, because in my opinion that is recent enough to derive the appropriate mix for the design of the new building plots – you could see what was in demand there. There will be regulations for the form of this interested parties’ involvement – either in their function as a planning law administrative act or as a council resolution. A bit of seriousness has to be included. It does not play a role in a later building application. However, it is advisable to provide truthful information.
