Where do you see the administrative legal way for Villariba and Villabajo to jointly draw up their development plans as long as they are not merged? Territorial reforms are usually a matter for the state; the initiative comes from the state – possibly at the level of the district government – and proceeds unemotionally, leaving little room for political will formation: it is determined which municipalities are too small according to the development plan to maintain an independent administration. Then they are asked to initiate a merger, including choosing their own bride, and otherwise forcibly merged. That they preempt this – that is, if they refrained from becoming too small in five years by already looking for a bride now – hardly ever happens in reality: that Oberrieslingen and Unterrieslingen do not voluntarily come together has deep reasons that still elude Pastor Köster ;-)

I currently hardly see the path, and even less the will to do so. No current politician would dare to initiate a major territorial reform. Because allowing neighboring suburban communities to become city districts provokes a lot of defiant reactions. Even today, "Freies Harburg" stickers stick south of the Elbe, and also the green Altona would probably like to return to Danish roots..

The problem of "forcibly merged" giant communities in rural areas is of course another matter - but it does not fit the topic of lacking space & land prices, because there are rather missing inhabitants than space.. ;)

Exactly: where it is reversed, there is no pressure to act from/to the political administration. However, without a merger of the administrative units, the Villariba residents lack the basis to even be allowed to participate in the development plans of Villabajo.

Hi, unfortunately yes. But there are quite a few options. Money is being invested in the house near Hanover - deductible due to rental. Moving expenses are deductible due to my wife's job-related transfer, why she was transferred doesn't matter - hopefully. Health insurance can be paid for 3 years in advance - if interested, there is good information at "Der Privatier (dot) com". And let's see what else the tax advisor comes up with. Regards, Olli

Even if compensation consulting is not his core competence, in my opinion the tax advisor does not deserve his name if he fails to advise someone in this regard.
