How big is the central town?So it's a cow town... But it's only 4 km outside the central town. With schools, doctors, train, etc.

Yes, buy immediately without any construction obligation and leave it as is if you are willing to pay the construction prices at some point.
Otherwise, leave it for the next generation, as long as it is not in a nowhere place (without train, bus, grocery store, daycare, primary school, gas station, bank, bakery, etc.) where no young person wants to go anyway.
The same applies to a later sale. We have a few villages here where only the locals buy because there is only a barn and you can't get away without a car. That is only conditionally suitable as an investment.
I come from the Ruhr area and had to move to the countryside (Lower Rhine) at 19. I thought it was awful even though I already had a car back then. Now we live just under 30 km from Nuremberg, I have a 10-minute walk to the train station and 25 minutes to work. The infrastructure here is better than in the Lower Rhine, which was important to me for myself and the children. But if I were 19 again and had moved here, it would still be unbearable. For the children, I find it great here and currently I don’t have to go back to the city. Depending on the roots, inclinations, and wanderlust of the child, adolescent, or young adult, it will be similar to what you are experiencing. But yes, by young I mean the adolescents who are not rooted there. However, there are probably also those who are rooted there and still find it boring. What do you mean by young? We come from the countryside, grew up there, are dissatisfied in the city, and absolutely want to go back :) :D
Then I am 11 months old.o_O I, as a small-town plant, want to live neither in a big city nor in the countryside. The most important things (schools, doctors, shopping facilities) in the town and for the rest the big city nearby. Also close to the highway. We managed to get all that. Small town with child care from daycare to high school, various doctors and shopping facilities in the town – all within walking distance. Close to the center and yet on the outskirts, so the children grow up like in the village and can romp around outside all day long by themselves. Plus the big city as a neighboring town and only 20 minutes by car to the center and only 3 or 5 minutes to the highway entrance to 2 different highways. Perfect for us. We only made one mistake. We only bought one plot of land. Now it's worth three times as much.Young is anything under 42 (hehe)
