I have now summarized everything again from my perspective. I will start with your own listing:
165k land
14k incidental purchase costs land
236k house price shell
3k surveyor
1k building permit
1k soil report
8k earthworks (Is that enough????)
3k cistern
7k development (for us 17k for comparison)

Then at least missing:
2k construction electricity and construction water
1k building drying or 100 trips for ventilation?
(Both are explicitly listed as your part in your
construction service description)
1k entry of mortgage notary/land register
10k kitchen
5k furniture, lamps, curtains, carpet, moving
= 19k
-> 457k
With a 499k loan + 20k equity you therefore have 62k for:
- upgrades (Only 5 sockets in the kitchen??)
- 7k VAT increase?
- interest on provision?
- painting roof overhang
- staircase
- interior doors
- sanitary fixtures
