The panel fence is the chain-link of our time. Boring, ugly, monotonous, and above all cheap.
With plastic in it, its ugliness is even more pronounced, preferably with a gabion print.

I wouldn’t want either in the front yard, at most overgrown with a hedge/plants. And I can understand every municipality that sees it that way too.

No, you don't. You don't answer the question, you tell us how things are with you and that you have to pay a lot of money because you have to enclose it.
My father-in-law built his fence after 8 years, no one cared... and I can show you dozens of houses around here that still don't have a fence today.

For example, we also don't have a fence. But I also don't see any necessity. We live in a quiet residential area, the development plan does not require one, and a fence that would significantly increase our safety probably wouldn't even be allowed. Chain-link fence is ugly and doesn't provide more security anyway. So we'd rather stay open... For all immediate neighbors there is a hedge or the neighbor's fence or both...

Sometimes you need a fence even if it is not required. Dog for example.

We will need a fence because of our dog. Since the property used to be a garden, it is already partially fenced. Towards the street, we would need to create something new. In the garden, we primarily want lawn, which is partly already there. Therefore, I think the costs will be moderate. We do not have high demands and my husband and father-in-law are handy. Additionally, we live in the village. If you ever need an excavator, the next neighbor might have one in the garage and you can get a lot of help here.
