But then advice regarding the enclosure regulations is just as meaningless as that about the ideal refrigerator temperature.

The principle, or perhaps rather privilege, is that one is allowed to build on the boundary if both agree and then share the costs 50/50. In case of disagreement, each builds on their own side whatever he/she wants.

Well, that can be deceptive. You only start thinking about a fence when you already live there, not before you have even built the house.

My neighbor also wants a fence and to coordinate with me. I, on the other hand, don't even know yet how high I will make my garden later; maybe there will be a 50cm step. If he really needs the fence now, he has to build it on his side as he thinks fit.

But this has nothing to do with doers and victims. He moved in 10 months earlier; we're just not that far along yet...

My neighbor is also a "doer" and I am a "victim," because he simply planted a bamboo hedge directly along his fence as a privacy screen - which unfortunately violates the municipal enclosure regulations in three different ways. I actually wouldn't care much about that - only unfortunately, the "doer" shouted at my children a few days ago because they were playing and laughing in the garden during the day. In the following discussion, I, the "victim," remembered the municipal enclosure regulations and gave him a two-week deadline to remove the hedge. Today, the "doer" is really being a "doer," because he is currently removing his hedge.

Alright. If it's already escalated anyway, then you can also report the neighbor. I just wouldn't do it right away as long as the relationship is still okay.
