Sure, the installed ones are sufficient. The BAFA says in the FAQ: If the heat pump does not meet the annual performance factor, that doesn't matter. Deviations between theory and practice do not lead to a reclamation of the funding.

The drilling is usually done outside the building.

Yes, drilling under the slab is unusual but certainly possible. However, this must be done before the slab is poured. Otherwise, drilling is done a few meters away from the house and introduced into the house by core drilling.
