This is what is written in our development plan:

"The building line is shown in blue on the site plan." This line encloses the light red window.

"Garages and covered parking spaces are permitted within the building plots. Further ancillary buildings/ancillary facilities may not be constructed on the property boundary."

For me, this is actually already clear that the garage may be built on the boundary. It is already shown this way in the plan. Only additional buildings are not allowed to be built there. At least, that is how I interpret it.

Where do you see that with the 3m distance to the boundary?

I think we are really talking past each other now. You mean 3m distance to the neighbor on the left. The garage should be placed directly at the right boundary and the house attached to it. I still need to inquire about the garage length.

The site plan probably shows the maximum development. That means to me, garage at the boundary and then 13m house and then there is a distance to the next property. This is usually 3m in Germany. For the outer properties, the 3m is fixed just outside the building envelope. Of course, it could also be 2.5m or 3.859654876 something, that is usually stated in the development plan.

If a building line is specified in the development regulations, it must be strictly adhered to. It precisely determines which area of a plot must be built upon.

In your area, a "building line" is certainly being misapplied. Nowadays, rules and regulations are probably not taken so seriously anymore??? Who is in charge there? A trainee without a supervisor?

Exactly, now we're on the same page. The garage right at the boundary, then Max's house. 13m wide and thus you still have the minimum distance (probably 3m) to the neighbor. If our house were 10m wide now, then we would still have a distance of 6m to the neighbor.
Thanks for the explanation. I also think that this is incorrectly represented in our plan. And with the rules and regulations, it seems our building authority really doesn't take it that seriously. If something is not in the development plan, they always say when asked that there is an exemption permit, that's not a problem.
