Yes, although it’s not mandatory. The hallway should “lead” and “invite” the visitor into the main rooms. Ideally, everything should be bright and friendly.

It will be tight but then the guest room must give way and the child goes upstairs.

No, 8-9 sqm is really rather small.

Basically, one has to say that a second stairway to access the tip, which does not lie above the main staircase, is in my opinion always a waste of space. I would start there.
