Gravel lawns should be considered permeable to precipitation, thus as unsealed areas and therefore not included in the floor area ratio. At least this is the case in Berlin. It would also apply to grass pavers (stones). However, it could vary regionally, so in case of doubt, inquire with the responsible authority...

We had a meeting with our architect. He asked us about windows in the attic (Warmes Dach-Abstellraum) I didn’t see many ideas about that. Should I install skylights or what? thanks

With a pitched roof, it is better to plan a small window in each gable. It is sufficient for ventilation and is not as ridiculously expensive as a roof window. You also have to think more about shading there.

I don't know what the number of floors has to do with it. The important thing is that you have a gable roof. Below is a picture where the attic is finished. For a simple storage room attic, a much smaller window would suffice, but on both gable sides, for cross ventilation.
