Aren't you getting underfloor heating? That should make the floor structure inside at least as high as on the balcony?

Yes, but the floor structure then measures 18 cm, and the balcony structure is higher. I can't say by how much exactly.
It's not about it failing because of 10,000 euros, but simply that it's too much for us for a balcony that probably won't be used very often.

Who says the bay window has to be walkable? The bay window is meant to provide space on the ground floor and not to be walkable upstairs. That's totally secondary!
No one needs a balcony in a single-family house with a garden. Besides, I consider 10k€ rather too tight. Don't bother yourself with such trifles...

We were also told independently by two timber frame companies that a bay window with a balcony costs almost as much as the entire house to enlarge the depth of the bay. It must really be an expensive thing.

A house is like a puzzle. Your room program is not unusual and almost every house building company has a townhouse with the room program. Then comes the individual part and it has to be adapted. You have to ensure that your wishes fit. The planner has the least work if he just converts your sketch into a plan and is done. He doesn’t get a cent more for the 16 pages of discussion here. So they take the easy way.

Have you ever been to one or more model parks?
There you take a close look at the houses. Wow, the kitchen is great, does it suit us?
The living room feels big, where would we place our fireplace?
Always draw your furniture into every floor plan. Always check again whether your must-haves are implemented.
Always question how fixed your must-haves are.
For example, pantry
What do I want to store there? Keyword freezer
Are there other possibilities?
Does the door absolutely have to be next to the kitchen?
Your fireplace how big is it? Within what radius should no furniture or seats be placed?
Open entrance
There I find a visual axis all the way to the garden simply works. That, of course, should not go over the sofa. In my opinion, it also helps if the wardrobe is slightly sideways in a niche. If you stumble over book bags or shoes, the planning is ruined again.

Such a plan evolves. We have a sloping plot, so there is nothing off the shelf. (For that, it turned out quite standard after all, even square, which I never wanted) Until the architect’s first sketch of our house was there, there were so many changes. The last one even during the construction phase.
In hindsight, I have to say the first pencil proposal was, apart from the last one, the best.

Townhouses with about 180 sqm and your room layout exist. They all work. Then simply comes the individual with their preferences. And honestly, for the investment sum you don’t want something off the shelf, but fitting. That can only be done by the builder with initiative.

Yes, I can understand that it’s too much for you. However, I still doubt that it has to be that expensive. We are building a room attached to our kitchen that serves as a cellar substitute and are using the top of it as a balcony. The concrete ceiling is also insulated, and we end up at about 12 thousand for the entire room (external dimensions 4×5 m). Then you only have to add flooring and railing. Both of those are items where you can very well decide how much you spend. Your balcony would be considerably smaller, and the costs for the room under the balcony are house costs anyway. So I really wonder why 10 thousand should be spent just to make the whole thing walkable. But it’s your decision anyway whether you want that or not.

So for the property, I would definitely leave the garage in the east. A balcony in a single-family house has absolutely zero benefit. It is not a rental apartment. Think three times about whether it really has to be. Because a balcony brings a whole trail of costs and problems.

The consensus of various home builders in various forums who built with a balcony is basically: "I wish I had saved that money or invested it elsewhere"...
