A square is also a rectangle. However, the provisions here overall indicate that exceptions must have been applied for the house originally planned for the foundation slab.

That is of no use for 2.1.b: "Eaves and gable side" (of the building) does not refer to the roof or upper floor alone.

Uh ... what does the architect do for a living? If there are no "isokörbe" where the terrace adjoins the thermal envelope, in my opinion you can forget the design. But that will probably have been solved in the old design—or that is already the mistake because of which the previous owner gave up.

I still think .. wait and see what the preliminary draft says.

And

I consider this really questionable. You then need a professional who also covers the non-compliance points so that a special permit can be granted.

.. the latter was also my suspicion.

Can you explain to the layperson what Isokörbe are and why the design is then worthless?

"Isokörbe" (R) are thermal insulators at transitions between reinforced concrete components between exterior and interior (such as between the floor slab and its cantilever as a porch roof). If this separation is missing, a thermal bridge occurs. I could imagine that this already significantly affects compliance with the Energy Saving Ordinance 2016. At least, if the planned terrace is to remain within the single-piece floor slab.

Is it not possible to insulate the part of the base slab that is outside? The side walls of the base slab are also insulated.

This part would still be "outside". Just not at the terrace / house boundary. I see you would have to incorporate the terrace area into the thermal envelope (or cut out the corner).
