Just to clarify... I support the local resident model. As long as it is fair and there are opportunities to collect points, e.g. with main residence, children, income. I wrote in #13 how it went in our municipality. I am also not a "native" there and was allocated a plot of land. Some "natives" with property surely ended up empty-handed.

In my opinion, one should therefore distinguish: Do I live there and cannot afford to create homeownership due to the high (land) prices, or do I own residential property there (a building plot). Whereby a plot of land from the parents of course does not count. The newcomer (who has lived in the place for a long time) could also inherit a high-priced residential property somewhere at some point.

Therefore, rather a fair allocation than an auction. Even as a newcomer, I prefer a functioning community/municipality over just yuppie second homes.

I also support the [Einheimischenmodell] and believe it does not need to be fair at all. On the contrary, I find it absolutely ridiculous when the buyer wants to set the conditions.

Fair in the sense of transparent but definitely, otherwise bribery is wide open. Again, I have nothing against genuine new arrivals, preferably families, that makes demographic sense and benefits the local infrastructure. Also, those around sixty who could live here permanently could be an asset to the place. However, second homes do not belong in a new development area. Vacation apartments neither. And if the price is subsidized and below market level, the municipality should use the right to formulate allocation criteria. It did not do that here with us. It gave the land to Bauland SH, a Volksbank subsidiary, made a development plan and set a price at which it should be sold, and then Bauland just sold it to anyone who wanted it. So now there are weekend houses, permanent residents, arrivals, movers, rental properties, undeveloped land held for speculation purposes to sell it tax-free after a few years. Karsten

Fair or transparent, whatever. And the buyer will never set the conditions. However, I hope that the community will come to such a result on its own out of pure self-interest.

Since I am now also in this "stupid" situation, I would like to present my opinion as a newcomer to the Ländle in contrast to what was written above.

Three years ago, I came to the edge of the Alb for work. At that time, I was desperately looking for an apartment. The market was swept clean, and I found a nice apartment in a small town about 15 km away from my workplace.
A little later, I started looking for plots of land and was already shocked by the prices.
So I began to look at smaller and rural communities where I could afford a plot and even a house on it. Unfortunately, I do not live in these communities and am not a native. My employer, on the other hand, is very glad that I came here!
And that is exactly what annoys me. As a newcomer, you often come because of a job. You cannot always choose an apartment or place of residence. In addition, there are very few rental properties in rural areas. I also do not want to have to move in order to be considered a local. My current apartment is nice, and moving is expensive!

Conclusion: At my workplace, I cannot afford a plot of land, and in the countryside, I am not allowed to apply. I would very much like to integrate into a community, participate in club life, and have my primary residence there. I also bring offspring. The local model deliberately excludes me here, and I find that very unfortunate. A list with criteria might be better in this case.
