How to deal with increasing property tax burden?

So, now I have finally opened my property tax assessments. And surprise: I will pay €822.76 more in 2025 than in 2024. The forest part of our property is now taxed with a property tax of €5.61 for 1.27 hectares. The house and building plot received a valuation of 164.89 from the tax office, which is €8.89 more than before. The municipal multiplier was also increased quite drastically from 903 to 1245. This results in a tax liability of €2092.03 (funny enough including winter services). New is that our driveway, which has its own cadastral designation, was classified as undeveloped building land and €139.41 is due for it. There were previously no property tax charges for this part of the property. I will have to inquire about this, as this property is not developable. All in all, this is not a cost increase that affects my way of life, and according to "ownership entails obligations," this is the part that I have to contribute in the truest sense of the word.

With us, from just under €161 to €444.56, the tax rate remained the same and the measurement amount increased from €61 to €108.43.

In our town with around 22,000 inhabitants, there is now an online petition calling on the municipal council to reverse the increase in the property tax rate. This survey is going viral. Unfortunately, one cannot mark "for" or "against" and there is no substantive discussion, but only a one-sidedly agitated crowd. Such things are quickly signed in current excitement without thinking. Anyone who familiarizes themselves with the background immediately sees it differently – including many who have already signed.
Our town would, without this increase without its own mismanagement, especially thanks to the increased district levy, be threatened with slipping into a budget stabilization procedure. All voluntary services for citizens such as the free bus ticket for students, affordable access to the swimming pool, the library, modern school and kindergarten equipment, etc., would then inevitably be cut. I do not want to know how loud the outcry would be if that were to happen.

In our two-family house with 1650m2 of land in Bavaria from ~200€ per apartment (90-100m2) now to ~500€ per apartment. That means a total of 1000€ instead of 400€. If we ever stop renting because we need the space, that will really be a piece of cake.

... and, there are not only voluntary costs that need to be covered. Also, I would say, mandatory costs. With regard to property tax, meaning ultimately housing/property, it is road maintenance, street cleaning and especially now in winter also ice and snow removal again. In all these areas, fellow citizens also work who want to be paid properly, want to be paid decently. And that is why it is also good that these costs may be passed on to tenants, I say as a tenant, because one benefits directly from it.

They should also gladly try to raise more money, but then please on a reasonable basis. Doing this via this arbitrary valuation of the plots of land is outrageous. Why is the house calculated at all? I rather expect a point catalog that calculates the value of the plot of land in a comprehensible way. Done. Whether there is a dilapidated shack or a new single-family house on it is irrelevant. It is about settling the costs that arise within the framework of a plot of land. Maybe this also motivates getting the vacant plots off the market. Otherwise, I find it completely okay to use a kind of local social tax. There, the costs for all kinds of voluntary services (library, school buses, ...) are transparently presented. Then the share per resident over 18 is determined.
