If only that were possible everywhere. My son has a large plot, just under 7000 sqm. But "only" about 1700 sqm is building land, which cannot be additionally built on due to the house and barn. Nevertheless, the entire plot was assessed at the current land value because the whole village was rated this way. The pending objection has been sat out by the tax office for 1.5 years…

But you had to specify the areas along with the rate - at least in NRW. I also zoned my property into "building land" and "backland" - and valued the backland accordingly low. The tax office followed this without any problems (with the neighbors too).

Not in our case. Of course, we had also specified it that way. They didn't care.

Our friends around the corner were not allowed to do that. Reason: The hinterland was once an independent property back then. It was merged in the early 1970s because people wanted the huge gardens at the time. Today, you can neither build on it nor develop it, but it still didn't pass. Also NRW/Ruhr area. If the rule were, say, clear, there wouldn't be this hassle.
