My tripling comes from the "West". But regarding revenue neutrality, I have always assumed it at the municipal level, I don't know how I came to that. Good point that it can of course also be at the federal level.

Bold thesis, which I do not support. Property tax benefits the municipalities. According to this thesis, municipalities in the West would have income losses, while more money would be available in the East... Western municipalities will not carry out this transfer.
