How to deal with increasing property tax burden?

For me, it is okay that we pay property tax. What bothers me more is the assessment. Why do I pay the same amount for my land, which is next to a railway line, as the neighbor five houses down who no longer hears anything from the railway? Why is my house included in this calculation? Now I am being penalized for my renovated or newly built house.
I would prefer if the land were assessed as accurately as possible based on reality. This could be done with a questionnaire for the landowners. How far is the nearest school? How far is the nearest grocery store? How far is the nearest bus stop? What percentage of the plot is the building area? How close is the nearest commercial unit? And so on. Then someone capable would have to come up with a scoring system, and each plot of land in DE would be transparently evaluated. Ideally, this whole process would be digital, and a well-programmed algorithm would analyze the data. If you want, with AI.
This is how I would find everything to be much fairer. Our plot has a lot of garden land. Buildable, but not allowed. So the calculation is made as if I could build on everything.

I am not an expert in municipal politics, but my spouse works in a municipal administration. As far as I know, at least in our federal state, municipalities have significantly less influence on the level of the levy rate than one might think – this refers less to the individual percentage value itself (as far as I know) and more to the fact that our municipalities, similar to what Wiltshire already wrote, are compelled by the ADD to apply the highest possible levy rate, otherwise they no longer receive funding from the state government or, on top of that, enter a budget control procedure (please consider the correct technical term), and through both, they almost completely lose their independent financial management capability. As Wiltshire already mentioned, only the financing of absolutely necessary municipal services is then possible, nothing "extra" anymore, and it is precisely these extra services that make a community livable and distinguish it from other municipalities.

Our assessment rate has increased from 695% to 755%, which means about 200€ more property tax for us.

What was the amount before and after? How large is the property?

Property undeveloped: quarterly 36.05 €
Property developed: quarterly 208.03 €
New property tax: quarterly 251.07 €

Oh, just noticed when recalculating, it's "only" 172.16 € more.

Our property has a manageable 389 sqm
