This specification of the connections on the ground floor - I would concretely inquire about that and think it over. If it's just about the infrastructure, in my opinion a small room is sufficient at first - something like the size of a closet. You can also distribute them throughout the house - for example, electricity in the office closet (if you had one), water next to the guest WC or something similar. The actual space-eater in the utility room is the self-installed equipment - such as heating, ventilation, internet, and the like. That can then happily dwell under the roof, because that's none of the city's business.
That would save you the utility room on the ground floor or at least minimize it to dwarf size. But it has to be well thought out.

However, I must confess that I don’t know exactly whether the local heating connection requires special devices and how large they are. Also, the question remains whether to install an additional heating system. My aunt’s district heating connection was recently cancelled. She looks really puzzled.

Ah yes, the supplier might want to clarify that in layman’s terms. Normally, the following requirements apply: 1. The house entries should be as little built over as possible (exterior walls are of course unavoidable, but up to right before them the pipes must be easily diggable); 2. The meters/transfer points from the network under supplier control to the network under customer control should immediately follow the house entry. So far – so good, the entry / shut-off device / meter would basically be all that should be compactly arranged one after the other as close as possible to the street-side edge of the house. For cold external heating networks – if I have understood the technical descriptions I googled correctly (I’m certainly no heating engineer) – the machinery required inside the house should also directly follow the meter, because the *LOL* “cold heat” (!) is not really heat, but more like half-heat that still needs to be boosted. But the exact consequences of this (psst, don’t tell anyone, maybe only half) brilliant concept for the consumers perhaps should really be explained more precisely by the supplier. Practically, a “whole” utility room (instead of just its transfer battery as usual) mandatory on the ground floor is not a tragedy, but it is quite a significant constraint for floor plan design. Should we assume in this regard that this energy generation variant here is not an “offer” in the sense of a freely selectable option, but is connected to the property as a mandatory connection?

The space requirement for the technology in the utility room is not insignificant. I have heard from several builders that they had to quickly revise the utility room plans because it was originally planned too small. I have attached here the specifications from the municipal utilities regarding the space requirements.
