This specification of the connections on the ground floor - I would concretely inquire about that and think it over. If it's just about the infrastructure, in my opinion a small room is sufficient at first - something like the size of a closet. You can also distribute them throughout the house - for example, electricity in the office closet (if you had one), water next to the guest WC or something similar. The actual space-eater in the utility room is the self-installed equipment - such as heating, ventilation, internet, and the like. That can then happily dwell under the roof, because that's none of the city's business.
