There were no problems with the excavation in this regard at the neighbors in the new development area; it could be reused for backfilling. So it should work for us too.
A residential basement was originally not planned, no. There was once an office planned in the basement, but that is now canceled and moves to the upper floor (one of the children's rooms will be used for this for the time being). The entire floor plan will be reduced so that downstairs only the double garage, the technical room, and a small utility room remain. Of course, you could build only basement rooms (what would you even do with so much basement space) and do without a garage in the basement. Then to put a garage or a carport on the property... well, I don't know. I can't quite imagine that this would really result in a significant saving.
