Yes, they are too, I did write that gas boilers alone are no longer compliant with the Energy Saving Ordinance... I just didn’t want to list everything now...

I didn’t know that either (because it wasn’t relevant for us), and you probably didn’t either. The question follows immediately: are the costs for a controlled residential ventilation system already included? Or are you supplementing the gas boiler with photovoltaic? Since no underfloor heating is planned, the latter must probably be done, right, or how have you planned it? Are the costs included in the offer? Neither you nor Town & Country will be able to avoid the Energy Saving Ordinance.

And I agree with Curly: a new building without underfloor heating at least in the bathroom is simply no longer standard. Think about it carefully!

The question that arises for me here is: Is a contract that does not comply with the current regulations (here apparently the [Energieeinsparverordnung]) still binding or could one withdraw from it?

I estimate that at T+C the solar thermal panels are included with the gas. Exactly what the Energy Saving Ordinance requires but no more. There is no need to talk about controlled residential ventilation with heat recovery here because it is not in the budget. Is anything planned regarding ventilation?

You can still live with radiators today, but is that what you want? Radiators and gas are simply the easiest things to do and the cheapest for T+C. However, it blocks the switch to a heat pump. The problem here is also that the underfloor heating must be planned and installed right away for a heat pump.

personally, I wouldn’t build bigger either in your place; especially since 130m2 is completely sufficient. I would take the offer from the other party to have the offer checked and accept it here as well. We dealt quite extensively with new builds the year before last and last year and also had offers from various house builders (110m2 about 280,000 with supposedly "everything"). But since I’ve been reading a lot here, I think we would never have made it with that. In the end, we bought and renovated an old building, so I can’t contribute any experience there, but most others here have, and they almost all agree: all-inclusive basically almost never exists, and it almost always gets (much) more expensive than planned. I think gas heating with radiators is okay. If you don’t want to and can’t spend much, you have to make compromises. By the way, we also only have gas heating and even after the renovation we don’t have underfloor heating anywhere (the gas heating was already there and stayed). With a new build, we wouldn’t have saved on heating and underfloor heating, but as it is now, it suits us as well. So it’s possible to get by with a simple standard, you don’t have to build in every way possible to be happy.
