I suspect, among other reasons, the same one that has been understandably explained in several current threads here: You simply cannot "save up" fast enough to keep up with the current annual price increases.

I studied part-time and was continuously employed in the public sector. I continued to pay rent and financed my entire living expenses and vacations myself without taking any BAföG.
