Neighbor is the land seller and has made various requirements. Among other things, height of the house (not higher than his), carport must be on the boundary with the other neighbor
Wow. That’s quite a statement!
the land rises about 1.20m from street level.
And where?
-you can’t do without: office, basement replacement
And where is the basement replacement?
Since the carport is supposed to remain attached to the house, I don’t know if it brings us much added value.
The added value would be light in the house. Your window up there might let in a lot of light, but through the stairwell only a few days in the best angle does some sunlight come through.
Your room orientation does not follow light or shade at all. Then there is the west parking space ...
I would push the carport as far as possible towards the street and put the storage room detached as a tool shed in the north. Hoping to get at least some western sun into the living area.
The carport at the western boundary if it must be so.
That’s how I would proceed too.
Carport as boundary construction in front, garden house in the back. That can be decoupled so that you are open for windows on the west side. I might reverse the house, i.e., mirror it. And YES: that means no connection of the 2nd corridor (technical room?) to the carport. That is disadvantageous.
You hardly have any storage space. Read this carefully.

Your technical room is rather small and has to serve for everything. Who wants to get into the house between washed laundry? The door takes up valuable storage space. You have a front door, it’s right next door.
