New funding for family home ownership

Hello dear community,

by now the details of the new funding program have been released.
Until now, I thought that we couldn’t use this program anyway due to the strict funding conditions.
But now I have learned that the income limit is based not on the gross salary but on the "taxable income" and not the year 2022 is considered but the average of 2021 & 2020. Additionally, child number 3 will be arriving this year (Nov 2023).
This results in the following situation:
- Taxable income (21/22) = €70,065
- With currently 2 children, it is just barely not enough
- With 3 children from Nov 2023, it would be enough
- From 2024 it will no longer be enough as the taxable income (21/22) will be > €80,000

From this I conclude that we would theoretically be eligible for funding in Nov + Dec 2023.

My questions:
- Have I basically understood this correctly?
- What can I learn from this? I could submit an application in Nov/Dec and build in 2023/2024 even if I am no longer eligible then?
- How would you approach the timeline regarding application and house construction?
- Can I theoretically also submit an application in Nov/Dec and withdraw it if the house construction doesn’t work out in 2024?

A bit of background:
So far we do not have a building plot, but we are actively searching and want to be prepared for all eventualities should something come up during the year.

At least for the NRW.Bank, proof of pregnancy is sufficient, but I don't know if the KfW sees it the same way.

The KfW explicitly states that only born children count...

I can assure you it is definitely designed in such a way that unfortunately it doesn't work for you right now... just like for many others... :-(

Can you submit an application without a specific house? You need EH40 QNG, for that you definitely need the confirmation for the application (BZA) from the energy consultant. And he can only issue one if the house and the property are known. Your schedule, in my opinion, would be to have everything ready for signature by November and submit it right after the birth.

I find it interesting at first where a wealthy person is placed nowadays. For the Baukindergeld, the limit was still 90,000 EUR with one child; you could definitely assume that you don't need it if you are above that. But 60,000 EUR zvE with one child? Definitely not every evening there is salmon and roast cold cuts on the plate...

However, I would almost bet that for the approval of the funding you need a plot of land and a building application approved by the building authority... it is said that only KfW40 new builds are funded. How do you want to prove that if you haven't even planned a house yet?

If you currently don't have a plot of land, it is very unlikely that you will even manage house planning this year, let alone the building application.

But there are nice people sitting in banks and credit brokers like Dr. Klein, Interhyp, etc., whose job is to explain exactly that to you and arrange it for you? Just go there, it doesn't cost anything.
