No, why should they be changed retroactively for us? The loans have already been finally approved... From what I've heard, the conditions are supposed to stay the same, only the amounts will increase and possibly the income limit.

It certainly takes a while. It first has to be made into law, and if the 50 billion are not to be spread over 20 years, special "funds" will certainly need to be created. I would not expect any new regulation to become effective this year.
