How can one circumvent the Energy Saving Ordinance and avoid bureaucratic madness?

I'll jump in here and maybe contribute something to the topic.

We inherited a house from the 1930s that is in the family, which is in pretty good shape, but we are still having quite a few things renewed before moving in.

Fortunately, the oil central heating is quite new; it replaced the electric heating. We can leave it as is.

What's new:

- Roof covering (aluminum or metal in slate look including KfW-subsidized insulation)
- Windows (KfW-eligible)
- complete electrical installation
- bathrooms including water pipes
- wooden floors will be freed from the PVC madness and the floorboards will be sanded, as well as the staircase

The project starts in about 2 months, after the tenants move out.

Although we don't have an architect for the project, we definitely brought an energy consultant on board, mainly because of the KfW funding for the roof and the windows. I also immediately said that we will definitely not insulate the exterior walls (60 mm slate) for cost and aesthetic reasons. This external insulation would easily cost €30,000.

This is working out so far, but the energy consultant thinks that after installing the new windows (triple-glazed, plastic) mold can be expected. That's why we are looking for a solution together next Friday. Either the windows have to be adjusted or some rooms need external ventilation installed. We'll see.

Basically, I'm not a fan of this energy regulation either, but it's the law and also makes sense to some extent. Since as a buyer of an old building we have to carry out energy improvements within 2 years after purchase anyway, this all-around renovation seems appropriate beforehand. Once you live in it, you don't want to tear open walls or the roof, and such a major renovation is rather difficult to finance years later.

You could test the waters with an old building purchase and wait to see what happens within 2 years, or what the minimum requirements are. But the heating system must not be older than 30 years, as mentioned above.
