I hadn't understood the annual performance factor until now, but it makes sense for determining the efficiency of heat generation. The only downside is when the heating load is so low that the pump power consumption disproportionately affects the total heat pump consumption. But that also applies equally to gas.
That's why the pumps are of course measured. Those who don't do that are just fooling themselves.
