No! You cannot say that. It is very likely that, despite all insulation, thermal solar must be included.
You must (!) have this calculated on a case-by-case basis.
I am not concerned about KFW 55 but rather whether it is even allowed to build without solar but with controlled residential ventilation with heat recovery.
